How do I set-up my utilities?

How are leaves collected in the fall?
Leaf collection will generally begin by the middle of October and ends usually the last week of November. This year the collection will begin Monday, October 12th and end Friday, November 20th. City crews will be collecting loose leaves in each neighborhood with the goal of being in each neighborhood multiple times during this collection period. Heavy volume and weather may cause crews to fall behind schedule, but we will proceed in sequence through the entire city. We appreciate your patience.
How do I dispose of extra bags of garbage?
The standardized level of service is a 64-gallon garbage can. Any extra garbage that does not fit into the blue garbage can must have a bulky item sticker placed on the outside of the garbage bag. Stickers can be purchased at the Public Works window at City Hall for $2 per sticker.
How do I dispose of large (bulky) items?
Large items can be disposed of during your normal garbage collection day. We strongly recommend placing the items by 7 AM (or the night before to ensure pick-up). Residents receive stickers with their annual Horizon calendar which can be used for either large items or overflow garbage. Additional stickers can be purchased at City Hall or the Public Works Facility for $15 (forms of payment are cash or check). If your item contains Freon, an additional sticker will be required ( see next question for details).
Does the City dispose of appliances containing Freon?
Freon stickers can be purchased at the Public Works window at City Hall or the Public Works Facility for $15. Items that require a Freon sticker include:
- Refrigerators (remove doors) - Freezers (remove doors)
- Dehumidifiers - Air conditioners
- Microwaves require a special permit for disposal.
The appliance can be collected from your terrace area on your normal refuse collection day or can be brought to the Public Works Facility for disposal. If the appliance is to be collected from the terrace a Bulky Item Disposal sticker must accompany the Freon sticker.
How can I get an additional/replacement garbage or recycling bin?

Elected Officials & Common Council Meetings
How do I find out who my Alderman is?
To find your alderman, locate your address on the Aldermanic District Map to see what district you reside in or visit MyVoteWI (My Elected Officials page) to search by address.
Where can I find my Alderman's contact information?
Visit the Common Council page, to find your Alderman's contact information (telephone number and email address).
When are meetings of the Common Council held?
The Common Council meets the first and third Mondays of each month at 6:00pm in the Council Chambers located at City Hall - 100 Main Street, First floor conference rooms (Exceptions: Third Tuesday in April when the new aldermen take office and if that Monday is a Holiday-in which case the meeting will take place the next day).
Meetings are always open the public. Attendees may comment before the Common Council at the beginning (Any matter of concern to the City) and end of the meeting (Any matter pertaining to items listed on the agenda). Limit 5 minutes per person. Please keep keep in mind, this is comment only, no questions may be asked of the Common Council.
I can't make the meeting in-person, but I want to view the recording. How can I watch the meeting?
You can watch the Common Council meetings in a few different places:
1) Watch them online through our website (under the Video link corresponding to the date) - we post them a few days after the regularly-scheduled Common Council meeting. (We also post the other meetings that occur during the evening including the Board of Public Works, Administration, and Personnel Committee meetings in their respective places).
2) Watch them on TV at a later date - check http://oshkoshmedia.org/schedules.asp to look up the schedule. As of 10/2022, meetings air 8pm on the Monday following the meeting. Per the City of Menasha's contract with the City of Oshkosh, Menasha Spectrum subscribers should tune into Channel 2.
3) Watch the video feed live through http://oshkoshmedia.org/schedules.asp during the regularly-scheduled meeting click the "LIVE TV" button or please find the "Oshkosh Media" channel on your Roku, Apple TV, or Amazon Fire TV and access the GOV TV live stream.

How do I rent a dumpster?
To rent a dumpster, please contact the Public Works Facility at (920) 967-3620.
Dumpster rentals are available to City of Menasha residents for limited periods of time. They can hold 2 cubic yards and can be used for remodeling projects, cleaning, and moving. Current rental fees are $50 per dump.
Yard Waste
How and where can I dispose of my yard waste?
The City of Menasha has contracted with Bucklin's Tree Service for yard waste services until further notice. Residents MUST stop in the office and show ID before dumping. Yard waste and brush need to be separate. Wood chips and composting is available at the Public Works Facility.

Report a Problem
How do I report a code violation?
Complete the online complaint form. It is optional to list your information however, without contact information the Code Enforcement Specialist will be unable to contact you to update you regarding your complaint. If you do not list your contact information and the Code Enforcement Specialist needs more information regarding the complaint property we may be forced to close out the complaint as inactive.
Examples of Code violations include but are not limited to:
- Storage of junk vehicles - Storage of junk
- Excessive number of animals - Excessive accumulation of animal feces,
- Dilapidated buildings, - Abandoned appliances,
- Graffiti - Illegal signs/billboards,
- Stagnant water, - Breeding places for vermin
The Code Enforcement Unit addresses complaints from the community. Community participation is vital to the success of the Code Enforcement Program.

How do I report a sewer back up? Call the Public Works Facility at 920-967-3620 between 7:00am--3:00pm Monday through Friday. After hours call the Menasha Police Department non-emergency number at (920) 967-3500.

How do I get a license for my dog or cat?
Dogs and cat license can be obtained at the Finance Department at City Hall. Be sure to bring along proof of rabies vaccination. The cost of the license is $7 for neutered male or spayed female dogs and cats and $12 for unneutered male and spayed female dogs and cats. For more information, visit the Dog and Cat Licenses page.
How do I obtain a bartender's (Alcohol Operators License)?

Permits
How do I obtain a burn/fire pit permit?
Outdoor fires are prohibited in Menasha unless you have a recreational fire permit Permits run from January 1st through December 31st of each year. You must obtain a permit every calendar year. The permit application can be found at the Neenah-Menasha Fire Rescue Page.
City of Menasha Residents can obtain a permit from the Finance Department at Menasha City Hall located at 100 Main Street, Suite 200. The permit fee is $20.
How do I obtain a street use permit? Street use permits can be obtained through the Parks and Recreation Department by completing the
Special Event Agreement Packet. The Special Event Agreement Packet will need to be completed and returned to the Parks & Recreation Department at least
60 days prior to the event. Events new to the City of Menasha are required to submit this
paperwork at least 120 days prior to the event.

How do I rent a park or reserve a park facility?

Municipal Code Questions
Are rummage sale signs allowed?
According to the Menasha Code of Ordinances, Chapter 13, Article F, SEC.13-1-62 (c)(r):
Signs announcing rummage sales or seasonal home occupations in accordance with Section 13-1-86 are permitted in compliance with the following:
(1) One (1) sign is allowed per street frontage.
(2) Signs may be located off-premises but must be on private property; such signs in the
public right-of-way are prohibited.
(3) Signs may not exceed six (6) square feet per sign face, twelve (12) square feet per
sign.
(4) Such signs may be erected no more than seven (7) days before and shall be
removed within three (3) days after the announced sale.
Are political signs allowed and how long can they be posted for?
Political signs are allowed. Temporary political signs shall be removed within fifteen (15) days after the election or event (SEC. 13-1-21 (c)(n)).
When is Trick-or-Treating and what are the hours?
Trick-or-Treating in the City of Menasha is held on October 31st of each year between the hours of 4:00 - 7:00PM (Passed and approved by resolution on October 2nd, 1995, ref. R-30-95).

Election & Voting
How do I register to vote?
Registration is open until 5:00 pm 20 days before an election. Wisconsin requires 28 days to establish residency at a new address. Be sure to bring along a proof of residency document showing your current name at your current address. A post office box is NOT a valid address.
Register to vote in one of the following ways:
register online at MyVote Wisconsin ONLY if you have a valid, unexpired Wisconsin driver license or
Wisconsin ID, and your address on file with the DMV matches the address at which you are registering to vote. If the DMV
does not have your current address on file, update your address on the DMV website before updating your voter
registration.
Registration forms are available on the Wisconsin Elections Commission website in English, Spanish,
and Hmong.
- Download, print, and complete the application and mail the form with your proof of residency document to the City
Clerk's office located at 100 Main Street, Suite 200, Menasha, WI 54952. NOTE: The registration form must be
postmarked at least 20 days before the election. Registration CANNOT be completed until proof of residency
documentation is provided.

4. visit your polling place on election day. Registration forms will be made available and a poll worker will
assist in completing the application process. Please be prepared for possible wait times if you chose to register on

How do I request an Absentee Ballot?
Absentee ballots can be requested at any time for just one election, the current calendar year, or indefinitely. Visit MyVote Wisconsin to request your absentee ballot. Enter your first and last name and date of birth and click search.
How do I find out where I vote at?

How do I go about properly disposing of an American flag?
Heckrodt Wetland Reserve has a drop box inside their facility, Neenah-Menasha Fire Rescue's local station (125 E. Columbian Avenue, Neenah) will take them, or the local VFW Post 2126 (546 Third Street, Menasha) will take them for proper disposal.
